[Pumptesting] Update

Hey pump testers,

tl;dr: We probably won't need you to do this job anymore. :)

Background: The fire department has wanted us to make our pump testing automatic. They are uncomfortable with us relying on a manual process performed by residents who aren't certified for this kind of work. Since we no longer have the ability to easily put the system on test, they asked me to prioritize changing our pump testing to automatic, "same as any other system" (their words).

Status: After months of them not returning my calls, Encore has finally quoted us $3400 for a full day's work from two technicians (one alarm, one sprinkler - 2 guys x 8 hours x $208/hour) to come here and reprogram the alarm, and the fire pump, to run an automatic "churn" (i.e., running the pump without actually flowing any water through the system) every 10 days. This would make the pump testing automatic, replace any need for manual pump testing, and make the fire department smile upon us.

I've informed the fire chief of the current status, and asked if there's anything else to be clarified or nailed down. There is an SH trustee meeting tonight, and I will ask them to approve this work.

In the meantime, continue to NOT test the pump. :)
