[Pumptesting] READ ME: New communication protocol for fire alarms

So: today, we changed our fire alarm communications system from landline-based to cellular. All three monitored locations were worked on, and you'll notice the spiffy new antenna boxes next to each FACP.

Everon is no longer our monitoring company; it is now Rapid Response, via Encore. I have to do some setup to figure out how we can ask them to put the system on test (or do it ourselves), and to ensure that everyone who needs to do it, has the ability. This is for me to take care of, so hold off on pump testing until I send more details. I will try to get everything squared away this week.
